Suratai was created by Vernon Henke and first appeared in Military Comics #24, published by Quality Comics in 1942.

One fateful day, Suratai was approached by a member of the Black Dragon Society, a powerful and secretive organization that had long been rumored to be involved in various criminal activities. The man offered him a position as an assassin, promising him wealth and power beyond his wildest dreams.
Initially hesitant, Suratai ultimately accepted the offer, believing that he could use his exceptional skills in Atemi and Ki manipulation to bring about a better world. However, he quickly discovered that the Black Dragon Society was even more corrupt than the people he had previously served. Its members cared only for their own gain, and their targets were often innocent people who stood in the way of their schemes.
Despite his misgivings, Suratai remained bound by the “”Oath of Blood,”” a sacred vow that required him to fulfill his assignments or face the most severe punishment. He threw himself into his work with a single-minded determination, never failing to get his man, no matter how powerful or well-protected they were.
As the years passed, Suratai’s reputation grew, and he became one of the most feared assassins in the land. But even as he carried out his assignments, he began to question the validity of the “”Oath of Blood”” and the organization he served. He knew that he could not continue down this path forever, but he also knew that he could not simply walk away without consequences.
